TOWN OF WALLKILL — State police made an arrest Tuesday in the March 30 hit-and-run death of an Otisville woman and said the suspect confessed to his involvement. Police say Kiera Babcock, 34, was walking on State Street in Otisville about 11:15 p.m. on March 30 when an eastbound pickup truck struck her and kept going.
